Should The ER Be Consulted For Bulging And Red Eyes After A Bug Bite, Despite Being On Antibiotics, Eye Drops, Ibuprofen, And Benadryl?

My son got a bug bite at a week ago, we have saw 3 docs over this week starting when his eye swell shut, the next day both eyes were swollen shut. He started a 10 day antibiotics the day the eye was swollen. But now his eye is bulging and red ( the one with bug bite) . Overall the swelling is down, but we aren’t sure if this is a time and wait thing or take back to ER. He is on 20 ml of antibiotics 4 times a day, 2 eye drops twice a day, ibuprofen every six hours and Benadryl every 6 hours.
