Hai Bashmon,
Skin growing around your anus and penis, possibly due to genital warts, a sexually Transmitted infection caused by virus. You have not mentioned about your sexual activity ( homosexual anal coitus, sexual promiscuity etc.). If it is due to viral STD, there is no tablets or injections will help you, but external applications which can erode the growth and destroy the same or through immunomodulant applications or through surgical procedures like diathermy, cryosurgery, laser removal etc. Consult your dermato-venereologist or infectious disease specialist, He or She will help you. As you are diabetic, tight control of blood sugar before these procedures is a must. Get well soon.
