Small White Bumps On Each Side Of Frenulum

Hi I recently noticed these small bumps on both sides of my frenulum. They seem to be symmetrical on both sides. I do not know if they have been there my whole life or I have just noticed them. Really worries me that this may be HPV. Can genital warts appear symmetrical on both sides of the frenulum?

No there is no pain or itching or any discomfort of that kind. They have been there for a couple of months now and haven't changed in size.
