Suffering From Congestive Heart Failure. One Of The Heart Valve Isn't Working, Lungs Filling With Fluid

My father is 92 years old and has been hospitalized for congestive hear failure they say one of his heart valves isn't working at all just flapping in the wind like and his hear is functioning at about 18% and his lungs keep filling up with fluid and now they want to put a pace maker in and I am not sure what to do our dad says to leave it up to us kids Help
