Suggest Medication For Itchy And Red Rashes On The Neck?

I have a recurring neck rash, accompanied by redness & itchiness, It comes & goes every few days; sometimes the itchiness gets intense, sometimes a little less itchy, but still very dry & flaky in the front of my neck. It happens only in June, July & August, for the past 5 years. I ve tried lotions, aloe & creams; they help a little but don t clear it up totally. Could it be allergy?

There is strong relation with the month of June, July and August which indicate dry weather and exposure to such air makes you get itchy rash secondary to sensitivity to such atmosphere. Kindly consult an expert allergy specialist for the evaluation of the cause and manage accordingly as per the results of antibodies and skin biopsy results if needed.
