Suggest Medication For Red Bump On The Arm

I had a little red bump on my arm. I have a farmers tan, but the bump is where the light part of my skin is. Yesterday I scratched it (nothing oozed out except blood) and today the bump is brown. And its a little bruised around it..my whole arm is sore. What is this bump?
