Suggest Medications For Fluctuating Bp With Dizziness

My brother is having fluctuation of blood pressure from 97/56 to 117/82 with breathing problems such as feeling like he s not getting enough air in his lungs, Also, his arms ache a little bit, dizzy with a strange feeling. Does not want to eat. He refuses to go to the hospital.

First of all keep in mind one thing that , anorexia , dizziness , in itself causes lowering in the blood pressure , As you mentioned that your brother is not feeling well , not eating , breathing is difficult , as these symptoms may be due to hypotension as you mentioned that sometimes B P is as low as 97 / 56 mm of Hg.
There are so many reasons of such low B P but may be as,
1 Hypovolemia ,
2 Addison's disease
3 postprandial ( after meal ),
4 In serious condition ( this is ruled out in your brother case.)
In my opinion this is not a fluctuation in B P rather low blood pressure.
This is a cause of concern ( because your brother is also feeling breathing problem ) so at once consult a cardiologist or physician and get his opinion.
