Because at some part of the skin there are enough sebaceous glands (oily producing ) for example nose forehead and chin and other part of body has less oil producing glands which makes skin a combined type of skin. The cause of such kind of skin is usually genetic based but there are other causes also like use of skin products that doesn t suits your skin. I would suggest you to apply natural products which are gel based like aloe vera gel or variant of vaseline containing aloe vera . Other method is use moisturizers on dry part of skin and gel and liquids on dry part of skin. Exfoliate your skin once a week . You should consult dermatologist before using any prescribe skin product like lacticare and for proper examination of your skin condition , so that doctor can prescribe required products that suits your skin.
