Suggest Remedy For Immobility In The Neck

i have a friend who was diagnosed with Transverse Myelitis Jan 2010. He underwent steroids treatments and plasma therapy in a New York hospital. Currently he is in a rehab in New York's Rusk institute. Unfortunately, he cannot move from the neck down and has been incapicitated since it happened. We are looking for the best possible neurologist in the field and the best hospital to help him. What would you recommend. He does not seem to be getting the proper treatment at the time.
