I have two small bumps on my lower lip, towards the outside. They are not visible unless I stretch my lip, which makes them appear white. The first one has been there for months, if not longer. The second one developed just a few days ago, along with a slight slip lip around the site. They both itched and were tender the first few days, and are now only tender when I irritate them. I will provide pictures if needed.
As per your complain bumps on lower lips that are so small that can be visible only on stretching the lip with tenderness only after irritating them seems most probably be due to Fordyce's Spots. Fordyce's spots are not a pathology, rather they are simply hypertrophied sebaceous/oil glands.
They do not cause any problem so you do not need to worry about it but in case if it is cosmetically unsighty, you can get them removed with lasers.
