Thank you for query.these may be due to eczema or fungal etc.the morphology of scars and associated rash is not known.there are many options like dermaabrasion,laser, etc for scars depends on morphology , depth of rash,duration etc.consult dermatologist else.You can get back to me for any clarifications with the photos.Dr Bharatesh D Basti Dermatologist and Venereologist
