General Surgeon 's  Response
Hi.
Thanks for your query.

The commonest causes for burning and itching of scrotal skin are:
Dermatitis of various nature, like seborrhoic, allergic and fungal.
But since all the tests including biopsy has been done, the possibility remains of psychogenic itching for which proper medication should be started and then alone your husband will be fine.
Diabetes must be ruled out.
Hence a second opinion of another Dermatologist should be taken, discuss about the points I have given and take proper treatment.
I find this answer helpful
