Hi,
From history it seems that due to oral sex there might be having injury or cut on glans penis or on frenulum and now having infection developed on the part.
Due to soreness and induration you are not able to pull back your foreskin.
Go for one antibiotic medicine course for 5 days.
Clean the part with water and apply antibiotic cream locally.
Avoid sex or oral sex for few days.
Ok and take care.
