Suggest Remedy For Problem In Penis

I am a 26 caucasion male. My penis started feeling "warm" so I checked it out and didnt notice anything too out of the ordinary or large parts of inflammation. Now I am circumcised, and under the web of skin where it slightly rolls inward to one side, once I 'peel' the layer of skin away, I find a slightly protruding object with 2x end points which seem to be made from cartilidge, while stretching the skin. I don't recall noticing this before. Is this normal? Or what could it be?

I really appreciate your concern this could be smegma, at least can be said what the history given here, this may not be normal, and better to get done the clinical examination for right diagnosis and this is the option by which this can be known, hope this information helps, have a nice day.
