Suggest Remedy For Red Blotchy Skin On Legs

I have had red blotchy skin. Looks like a heat rash on both legs. I also have cramps and foot stiffness. My right toes curl up and are stiff. I have had muscle pain on my left foot but have developed the red blotchy skin on both legs. Almost as if it where a rash or allergic reaction. What does this mean? It has happenes frequently. What is the red rash on my legs and why is my foot constantly getting a cramp if I point my toes(left foot)?
