Suggest Remedy For Red Bumps On Penis Tip

I am a 20 year old male, approximately 165lbs and 6'1''. I noticed today that I have small red bumps on the tip of my penis near the opening. I feel slight irritation when I urinate but no blood or anything else. I am not sexually active, however, I do participate in sexual activities other than intercourse with my girlfriend. Is it possible that these are just blisters from friction due to contact with the region?
