General Surgeon 's  Response
Hello,

The redness on neck and upper chest area may be in relation with possibilities such as:
- Shawl sign of Dermatomyositis
- Photo sensitivity
- Side effect of Tanning procedure
- Others

However, a clinical examination on thorough basis is recommended by an expert dermatologist or family physician for further guidance of cure.

Take care. Hope I have answered your question. Let me know if I can assist you further.
