Suggest Treatment For A Mole On Outer Corner Of Lower Eyelid

I have a mole that has grow slowly over the past 2 years---early on i thought it was a pore that collected make-up as occasionally it would ooze thick junk---but it stopped doing that and has gradually gotten more noticible and needs removal--it is located in the left outter corner of my lower eye lid--what type Dr should I go to---will I have to be given a twilight anesthetic to have this done or can it be done with a local----my upper eyelids also are drooping---can those be fixed and should insurance pay for both of these

Although surgical excision is considered as the treatment of choice as it enables one to examine the lesion histopathologically but at difficult site you can undergo LASER removal..
