Suggest Treatment For Bipolar Disorder And Schizophrenic Disorder

I have a 23 year old son mentally ill he has been diagnoised with many of conditions like bipolar,personallity disorder and could be many more.i believe its gone into a schizophrenic stage.My whole family has tried for years to get him help and he even asked for help about five years ago but he gave up cause he wasn t getting better.Now its gotten to the point nobody will deal with him or even know how to deal with him.We have all asked the state to step in but they always back out.Even police wont deal with him.Out of obtions not sure what to do.he wont commit himself to terrified of being locked up for good.he hears atleast seven voices in his head that he talks to him,that tells him bad things about people.Im his mother and I feel so hopeless
