Hi..
Welcome to HEALTHCARE MAGIC..

I have gone through your query and can understand your concern...

As per your complain if you have a hanging piece of tongue that is persistently traumatized by your teeth and even you have lost sensation over it, that is true that the nerve endings supplying that area have got damaged and in case if there is also a loss of blood supply it can start getting necrosed and can be fatal..

Other thing is that you should never ever cut the piece off as it can lead to speech difficulties as well as if there is infection there can be septicemia and again can be a fatal condition..

You should immediately consult an Oral Surgeon and get evaluated and after a proper clinical evaluation only a proper treatment or surgical correction can be advised to you..
But do not do anything on your own as it can be highly harmful to you..

Hope this information helps..

Thanks and regards..
