Suggest Treatment For Breathlessness And Running Nose In An Elderly Person

I care for my mother who had been on hospice for almost 2 yrs now. CHF, 2x heart surgery patient, type 2 diabetes, and other issues. My question: CHF and runny noses; are they related? Mom, now very weak & 81 lbs., has a runny nose with marked bouts of breathlessness for a few days. Thanks!
