Suggest Treatment For Broken Collar Bone

I have a broken collar bone. I broke it about a month ago. No Insurance. I had an x-ray, nothing else. Pain getting a little worse so I went to the County Hospital, they ran an x-ray, physician said it was fusing, and told me to come back in 25 days and he would look at it again. He said he would not recommend surgery because he would have to re-break it and it might not fuse together. This does not make any sense to me. Do you agree with this physician.
