Suggest Treatment For Bumps On Vagina

I have developed some bumps on my vagina. they almost look like skin tags. sometimes they are itchy but they never hurt. they are not around the vaginal opening but on the outter lips of the vagina near the top. i am praying this isnt HPV could it be anything else?
