General & Family Physician 's  Response
Hello.Welcome to HCM.
Being a known case of hypertension, chest pain with associated symptom should not be over looked.
Though it may be a cervical ailment, but be aware of your cardiac function.
See a doctor who can rule out if it is cervical or cardiac or any other ailment, and get treatment accordingly.
Keep doing light neck and arm exercise.
Take pantoprazole and mild analgesic till then.
Good Luck.
