Suggest Treatment For Chronic Nasal Congestion And Fatigue

My son, age 20, has chronic nasal congestion with fatigue. He had surgery to open nasal passages, with no relief. The doctor recommended a second surgery but I am not willing to put him through it without any guarantee it will improve his condition. He does not have much drainage, just not enough oxygen/air flow.
