Suggest Treatment For Collar Bone Fracture

My father met with a Road accident and had bone (below the neck) fracture and bleeding from right ear.

Its 7 days now after accident and suddenly he is not able to close his right eye properly and also the lower lip is getting pulled other side.

Is this a serious symptom and what is the treatment for this .
