Suggest Treatment For Concussion

My friend was in a car accident 13 hours ago. She was dx. With a concussion. However now, she can not move her head, extreme headache, extreme dizziness, her collar bone is bruised and has swelling, and scratch marks from the seat belt.she cannot move her head up our down or sideways . Besides being completely sore, the top of her head hurts, she even said her hair hurts. I have to help her up and walk her to the bathroom, she says she sees three of me. Should we take her back in to the er or are these normal aches to be expected after a major car accident
