Suggest Treatment For Conjuctional Radioulnar Synostosis On Wrist

Hi. I have a disorder in my wrist called conjunctional radioulnar synostosis. I have had it since i was born. I want to get treatment for it which would result in surgery but how do i go about getting surgery for it?. Do i have to start by booking an appointment with my local medical centre and explain it to a doctor?
