Suggest Treatment For Cut On The Genitals Of A Child

My daughter is 2.5 years old and has what looks like a paper cut in the crease of her labia at the very top. She had one before that looked more sore like. Neosporin helped it go away. now she has another like I described. It was bleeding a little and obviously hurts her when I tend to it. What could this be?

See her inner cloths for any sharp items there or see that you don't allow her to play without inner cloths.
Watch her pampers edges.
