I have a had a small clear cyst like bump appearing on the inside of my lip or cheek for years. if I pop it clear liquid comes out. now I have a slightly larger one on the back of my throat - 2 in the same spot within the last month or so... it does not hurt but feels more like a small piece of food caught. could it be a sign of hpv or some other problem?

As per your complain small clear cyst like bump on the inner cheek or lip can be a mucous cyst or Mucocele that is formed due to traumatic injury to the minor salivary gland leading to ruptured duct of the gland and there is accumulation of mucous into the soft tissues..
It is mostly a self limiting condition and resolves on its own. I would suggest you to do concentrated salt water rinses for regression..
In case if the bumps does not resolve consult an Oral Physician and get evaluated..
