Suggest Treatment For Deep Wrinkles And Itchy Red Bumps On The Arms

My arms have very deep wrinkles, small bumps, and are red and irritated. No itching, no other parts of my skin looks like this. They actually have a leather looking quality to it, Help, please. Can a topical Steroid cream help, or ale it worse? Frustrating!

avoid steroid. apply vesline skin lotion moisturizer can be used avoid exposure to sun and apply sunscreen lotion.
