Hello and Welcome to ‘Ask A Doctor’ service.
I have reviewed your query and here is my advice.

Since this condition has now been there for over one month, in all probability you could be having a Dermatitis of the penile shaft. This can cause dry and scaly skin. Temporary relief can be achieved by applying any skin softener cream twice a day. However you should consult a Dermatologist, who can examine, do the necessary investigations and advise you on the treatment.

Hope I have answered your query. Let me know if I can assist you further.
