Suggest Treatment For Eye Pain In A Child

We have a 3 1/2 mo. old baby girl. She seems to be fussy and doesn't seem to feel good. We do not see or feel any teeth trying to come in. She seems ok one minute and as if in pain the next with watery, glassy look to her eyes. Any suggestions?
