Suggest Treatment For Fever And Runny Nose

my baby (18 months) is having fever (102F). He was having wet eyes since 2 days and also having running nose. Is that because of cold? Do we need to keep him away from cold air and give him light woolen? I am confuse whether he is feeling cold and hence need cover up or not?
