Suggest Treatment For Filariasis

My mother (54yrs) is suffering from filariasis. And her worst affected part is the buttocks. Now it has become so huge which limits her to walk. She is now weighing around 130kgs. She is not diabetic, however having BP which is controlled by pills. Request you to kindly suggest whether any surgery option is available to reduce this? Also kindly advice which branch of doctors would treat these types of problems?
