Suggest Treatment For Foreskin Retraction Issues

Age 28, Height 5ft 7in, weight 70kgs, no previous medical history.
Question relating to foreskin retraction.
I first pulled me foresking back when I was 18 years old.
I can pull it back anytime and there is no pain, but it does not easily move back and forth during sex or masturbation. it is either in the on or off position. Is this normal, what can be done to correct this?

There is nothing unhealthy about the condition unless you feel pain. You can use some lubricants to overcome this issue if you really need it.
