Suggest Treatment For Fractured Arm Near Wrist As Cast Is Soft

Hi my son (12) fractured his arm on sunday and has had a temporary cast put on it, the break is close to his wrist. is it right that he can actually move his wrist - surely thats not helping his arm to heal. His arm is only plastered on the top half and the plaster feels very soft.
