Suggest Treatment For Fractured Hand

hi , i am amit from gurgaon last night my father's right arm fracture from joint , in x rays it shows gap of half inches, we visit to two good doctors one of them says to operation and other for plaster not to operate. my father diabetic patient his age is 53 year. he do have heavy pain in his fracture hand . so please consult what to do for insentient relief.Thanking you
