Suggest Treatment For Frenulum Tear

I torn my frenulum many years ago during sex. It completely detached and healed, and I thought little of it. Now that I am older, however, my skin is looser and the lack of a proper frenulum makes achieving orgasm difficult. Is there a procedure to restore the frenulum connection to the head of the penis?
