Suggest Treatment For Headache, Pain In Neck And Shoulder

Hi, I was injured in a truck accident back in sept of 2010. My MRI report shows dehydration of the C2-3 thru the C5-6 bone marrow signal shows a homogenous low sgnal intensity and appears to represent residual red marrow. Inversion recovery images shows no bone marrow edema. However thera is a small diffuse discbulge at the C4-5 and C5-6 encroaching mildly into the anterior spinal canal. my orthoped, Doc is giving me trigger point injections but I'm still always feeling this numbness and terrible pain in the base of my neck and down my shoulder and into my arm. My head aches are getting whorse and whorse. my workeman comp says he doesnt think surgy is needed but what else can be done its been a year almost and i'm still in a great deal of pain. Thank You
