Suggest Treatment For Injured Ankle

My dad injured his ankle about 2 weeks ago. He was walking up the steps this morning and he instantly got a watery like welling in his lower right calf. It is not moving up his leg. If you push on it it almost looks like a water bed would look if you were to push on it. Do you know what this could be?
