Suggest Treatment For Injury To The Shin

i got hit in the shin and it swelled up following that i cannot put any pressure on it and it started to give me little shocks when i bend my toes and bad brusing on the edge along my arch of my foot when i bend my leg it feels like my skin is pulling off of my bone is it broken?
