Suggest Treatment For Itchy And Redness Below The Eyes

Hello,
My eyelids and right below my eyes will get super itchy sometimes and they turn really red. they don't usually swell at all. At first i thought it was the cotton balls i was using then i thought maybe my make up remover or make up. But i have used the same make up and remover for years. i thought maybe it was me rubbing them when i wash the make up off with my new wet towels. But this just randomly occurs and last days and the itching is so bad that i leave work sometimes. I tried allergy Pills but they didn't help. Do you have any idea what this could be?
