Suggest Treatment For Itchy Fluid Filled Bumps On Ankle

i have had this awful itchy rash on my ankle for over a month. it starts as little fluid filled bumps that get itchy. i itch, it opens, clear fluid comes out and i keep itching, sometimes until it bleeds. It is not poison ivy (i know what that looks like). it seems to be worse in heat and i think i ve even had it on my elbows before. I ve tried calamine lotion, vitamin e, peroxide, hydrocortisone, neosporin and tea tree oil. nothing makes it go away. the only thing that helps a little is calamine - to stop the itching. it is driving me nuts!
