Suggest Treatment For Itchy Rash With Red Bumps On Shin Area

I fell down a few concrete steps a few months ago and landed on my right shin. It left a very bad bruise and felt like there was a dent. I did not see a dr for this. It has recently been very itchy and I have been scratching it. Really badly - through my jeans. I now have a really bad rash with little red bumps. It is about 2 x 3 inches. Can I use cortisone cream on it?

for rash yes you can use a cortisone cream if there is no wound. scratching can cause dermatitis. hopefully the bruise has resolved.
