Suggest Treatment For Itchy Rashes In The Scrotum

Hi. I have been in a hot climate for 2 months now. Taking doxycycline the whole time as a preventative for malaria. After shaving my scrotum and penis I developed itching in the scrotum and the skin turn red, dry and flaked initially. Skin appeared thin, warm to the touch and irritated. After a few days the red color and itching spread to my penis. Now the tip of my penis (penile ring) is slightly red and a little sore. There are no bumps, no raised skin, no appearance of a typical rash. Just red, warm dry skin that is itchy and irritated. Can you tell me what this is. Also, there is no discharge from the penis
