Suggest Treatment For Itchy Red Spots Along With Swollen Arms In Children

Hi Dr, Andrew. Thank you very much for being out there for us. My 3 tears old niece is in Turkey now. She is far away from the hospital. Maybe you can make the approximate diagnosis. She had a mild dry caught for a month or two. The doctors prescribed her anthybiotics. I am not sure which exactly. She has got some mosquito bites, or maybe it just looked like that. yesterday she started having red spots all over her body. very itchy. Plus, her feet and arms are blue swallowed. Her body temperature is 38 Celsius. I am sorry for my typos. I am writing it from work. I live in san Francisco. I am away from her and do not have pictures yet. Her mother, my sister is 8 month pregnant and very worried. Her husband is out of her mind and does not want to shoe her to the doctor, because it is too far . Please help with your advise.
