Suggest Treatment For Loss Of Movement In Body Below The Neck

Two weeks back My father-in-law was unable to move his right side hand and leg, later his left side hand and leg also stopped working. Now he is unable to move any part of his body below neck. His details are below:

Age: 76
Height: 5 foot 6 inch
Weight: 65 KG

Doctor are saying that his bones under neck are damaging and blood flow is blocked. They are saying operation is the only way to help him, however due to his old age he cannot go with such complicated surgery, also he is having some blood infection. Doctor are saying TLC issue. Please advise.
