Suggest Treatment For Lump That Appears Under The Skin

My boy friend has a lump that appears under the skin it's kinda soft on the botttom side of his penis and sometimes he also gets small clusters of tiny hard bumps on top of skin he says he's been tested and it's not an STD ... What could it be how do I bring it up without hurting his feelings ?
