Suggest Treatment For Meatus On The Penis

Hi. I m a eighteen year old and half of the meatus on my penis is Torn. At first I thought this was not a big of a deal but later on in my life now that I m sexually active, it has become a major problem for me. I get a lot of sensation on the exposed part of my meatus when I m having sex and it irritates me as well. Is it possible for me to have surgrey on the damaged part of my meatus? If so how do I go about it?
